The 563,000 square foot building, which has eight floors above grade and two floors below grade, is structural steel with pre-cast concrete panels.  A 150-plus car garage is located in the basement of the building.  The 2.6 acre plaza provides the setting for the library and a link from downtown to the City Hall Plaza.
